A federal judge set that deadline on Friday, one week after Speziale said he was detained by Port Authority police for more than three hours as he and his fiancée tried to board a flight to Puerto Rico. Speziale’s attorney, Gabriel Halpern, said Speziale’s civil rights were violated in the latest incident. Speziale was the Port Authority’s No. 2 police official until late 2013.
